Can I use an iPad or Surface and Connect to a TV?

You can use FanDraft on an iPad or Microsoft Surface tablet through the device browser.

Simply open up the internet browser on the device, and then go to https://fandraftonline.com

There are no dedicated "Apps" on the app store though, it's simply run through the browser.

Important Note & Recommendation:

We recommend using a laptop for connecting to a TV for everyone to enjoy.

The reason is that tablet devices run off a mobile operating system (eg iOS), and not all of the audio/video multimedia features automatically work with mobile OS (eg "Voice Announcer", Player Videos, Sound FX, Whammy Video, etc.)
