I am owner, why does it say Upgrade - Commish Purchased

Remote owners do not need to purchase FanDraft, only the Admin commissioner.

If you are an owner an you see marketing verbiage on the page that says "Upgrade", it is because you yourself do not have a PRO account. Should you want to create your own league and have a PRO account, that is how you perform that.

If you are simply a participating owner in a PRO league, only the Commish will see the PRO language, and so you can ignore that marketing.
